It is a domestic service and allows them to distribute their items throughout the US.
But, companies need to fulfill the minimum volume requirements and presort their items to send something as USPS Marketing Mail.
In exchange, the USPS offers lower postage rates and allows businesses to send items weighing up to 16 oz.
But, there’s a catch! There are no guarantees regarding the 3rd Class Mail delivery time. It can take several weeks for your items to arrive at their destination.

Minimum Volume Requirement
To be eligible for the discounts, you must send at least 200 mailpieces or have a total weight of 50 pounds or more. Moreover, all the items must be identical in layout and content, although slight personalization, such as a change in the recipient’s name, is acceptable.
Content Restrictions
You can only send advertisements, newsletters, catalogs, or circulars. Personal correspondence, confidential information, bills, or invoices are not allowed. They will either be rejected or upgraded to First-Class mail at a higher price.
Size and Shape Requirements
Letters should not exceed 6 1/8 inches in height, 11 1/2 inches in length, and 1/4 inch in thickness. If you send flats or large envelopes, they can be up to 12 inches high, 15 inches long, and 3/4 inch thick. Parcels and packages should not weigh more than 16 ounces. Anything beyond these dimensions will be rejected or charged at priority rates.
Presorting and Barcoding
To qualify for lower postage, presort the mailpiece by ZIP code. Group them based on destination before dropping them off at a USPS facility. You must also add an Intelligent Mail Barcode to facilitate automatic sorting and enable optional tracking.

How Long Does Third-Class Mail Take?
